[Simple]Road design softwares...

Hi,
Basically I was just wanting to know about some road design softwares that meet the following requirements:
A)That the software is free
B)That the software is basic
I need this software to just plan new road routes (as in their map). I simply want to plan theoretical routes and do not need even variables such as number of lanes. I also need the facility of saving my maps. Till now I've used Google Maps distance measurement tool to just "show" the possible route, but that is totally not OK; it's mediocre.
