simple water meter recorder

For an existing mobile home park that uses a groundwater well and simple treatment and a metered discharge line, it is desired to have it adapted to a digital readout and recorder. Currently, the mechanical meter is read on a weekly basis. it is desired to have a recorded reading, and ability for a usb stick drive download of the data, with the data being something like a daily gpd timed interval for the recorded reading. Simple excel spreadsheet used for viewing of the data, for agency reporting. Anyone set something up like this before?

Badger has registers that output 4-20 mA that will fit onto any of there meters for reasonable price <$400

Add a power supply and your choice of analog recorders and you are set.
Honeywell has electronic chart recorders with USB output for less than 2k.
There are also cell phone based SCADA units for about almost the same price but also have an annual fee.
There all the data is in the cloud and downloadable.
