Simulating a Water Jet in Photoworks

Can anyone help me with simulating a water jet coming out of a nozzle in Photoworks. The jet is highly focused due to it's operating pressure, however the outer periphery of the jet is highly turbulent (similar to water jet cutting process). If I can visually represent the jet properly, I would eventually animate the image, and use photoworks on each frame to create a movie presentation.

First thing that comes to mind is to try and obtain a picture of the actual water jet. Then create some "dummy" geometry to apply this image to as a decal. Depending on your viewing angle this may work ok.
