Single Plate and Double Angle Combined

I have a condition where there are several connections that are single plate and fabricated, but are not strong enough. They need to be double angle connections. I think they should burn of the plate and install the new double angle connections. The contractor has asked if they can leave the single plate in the double angle connection. I think the resulting connection would be unpredictable. Is there any literature out there that would steer me in the right direction?

I don't think I would have an issue with this except that the fillet weld on the single plate (on at least one side) would interfere with the new angle, which would not be acceptable.
