Site Class F - Fa and Fv

The IBC 2000 is not that helpful regarding the computation of Fa and Fv for Site Class F soils. IBC recommends to condut site-specific response analyses to obtain Fa and Fv. Are the following steps correct: 1) conduct several response analyses using SHAKE, ProSHAKE, or Quake/W for several different acceleration time histories; 2) use the computed acceleration response spectra at the surface to obtain an average response spectra; and, 3) somehow use this average spectra to obtain Fa and Fv?. I would appreciate any help on the last step.
