Site Plan for Building Permit

Pardon me if I am behind the times......but has anyone else noticed this requirement for a lot of cities where before they will issue a (general) building permit there first has to be a approved site/storm water plan? I've noticed this more and more over the last few years. It's been mainly cities and not counties.

 
I guess as infrastructure ages and is not repaired due to mismanagement, cities have to make sure that their systems work by putting more restrictions on how development happens. I think the object is that whatever has been done should not increase the load on what was there... a reasonable requirement.

I'm north of the border, but on all of my projects now I include a super basic site plan showing the area of work, even if the work is interior. This is due to that question coming up on a few projects in a row, I just felt it was easier to avoid the conversation altogether.
 
In most of the areas I've worked in for the past 40 years, cities have required stormwater management design before anything else happens. Not only does it usually have to pass the municipal scrutiny, but usually has to get approved by one of the regional water management districts. Pretty common in Florida.
 
even in Lindsay, Ontario, it was a common requirement.
