Skid Lifting Impact Factor

I am designing steel skids (13.5'x30'). What impact factor should I use during the lifting? Any good reference?

API RP2A addresses this issue. For lift on land or on inland waters, use 1.15 for members not connected to the lifting eyes, and 1.50 for lifting eyes and any member connected to them. For offshore lifts use 1.35 and 2.00 for the values.
