Let you check the quality of your lime , it's seems to me that you have a lot of overburnt . In other words the slaking ability is depending of the quality of the cook .
hope this helps

Check the lime reactivity. As told, overburn is likely:

prepare 100 g of CaO
prepare 500 ml of water in a Dewar flask, at 25°C
agitator (impeller of like) is needed.
set a temperature recorder and start record temperature
add quickly the 100 g CaO to the water and stir
record the temperature for 15 minutes

determine time needed to have a temperature raise of 40°C

if this time is greater than 6 minutes, quality is BAD
if this time is less than 3 minutes quality is good
between 3 and 6 minutes, not good but could be suitable (depends on what you want)
