Slide 6.0 Rocsciense - Water type load / EC7 Water table partial corficients

Good Afternoon,
I have an urgent problem/question about the EC7 partial coefficients which SLIDE 6.0 applies to water load/water table.
Anyonde here knows How Slide considers water table as load?
in my calculation model If I define a water table...Is Slide 6.0 considers water table has a permanent action, has a variable action, or it simples considesr water table to generate the ground stresses?
Does Slide applies any EC7 partial coefficient to water table?
