slot hole design - lug support

Hi all
I have little confusion for provision of slot holes in lug support for vertical vessel. First, I want know provision of slot holes is must or not? Incase, if slot holes are provided in lug support, which basis are followed to calculate the circumferential expansion for vertical vessel? How to design the slot holes for vertical vessel?

What's the temperature? What's the material? What's the size?

Vessel ID 1200mm,Tan to Tan 2400mm, material SA516 Gr70 and Design temperature is 300 degree Celsius
