SMRF in Australian Code

Hi. I am new to AS code. In AS 4100 13.3.4.3 (steel), for seismic categories D and E, this is one of the requirements for SMRF:

"(ii) A member in which a plastic hinge will form during inelastic displacement of the frame shall comply with the requirements for plastic analysis specified in Clause 4.5."

1. How will I know where the plastic hinges would occur? Does that mean a nonlinear analysis is required (such as pushover)?
2. If a nonlinear analysis is required, is there a workaround for this clause as to confine the analysis to elastic only?
