snow load case study 1

I live in western PA. Most of the area where I design is designated as a case study snow load area (CS) in IBC 2000. Does anyone know where case studies can be obtained? I found a few web sites that had dead links and have tried to call the army corps but I haven't been able to find anything helpful. Some of the local code officials have their personal requirements, while others don't have a clue what the snow load should be in their area. Any advice or links to information would be appreciated.
