SOE for NYC

I've searched online but could not find the information I need. If someone could reference the document I would need to find this info, that'd be greatly appreciated.

I'm working on an SOE design for NYC Sewer and Water. I can't find any information on maximum depth of excavation per stage. I was told that trench depth maximum doesn't apply to SOE excavation depth. Additionally what depth below does the groundwater needs to be drawn down to below the bottom of the excavation?

Another note, if it makes a difference, it's for Sewer and Water, but it's also in a highway.
