Soft Start considered power conversion equipment?

Is a soft start considered power conversion equipment by the NEC? I am referring to NEC2011 430.122(B). This section talks about bypass devices. I think the answer is no but would like confirmation. The section says conductors feeding these devices with a bypass needs to be sized on 125% of the input to the conversion equipment or 125% of the motor FLC. This is not a big deal one way or the other for my application but would like to know for future. Thanks!

A soft starter is no different (in the eyes of the NEC) from any other motor starter.
