How would one go about calculating the percentage of full voltage starting torque given the percentage of full voltage applied to the motor?

There should be a torque / speed curve available for nominal conditions. Torque at any speed will be reduced by the square of the voltage reduction.

Beware of operation at high slip, i.e. right up on the peak of the curve at about 85% rated speed, because prolonged operation in that region tends to kill motors.
