Software review source?

Hi

Does anyone know of an independent body that reviews and/or regulates engineering software (i'm particurlarly interested in structural). Does anyone publish a list of the pros/cons of the pros/cons of different packages?

It seems to me that a lot of companies invest in these packages and dont really know what they are buying until 2-3 months down the line.
