Software to calculate standard times?

I would like to build up standard times from synthetic elements, but cannot find suitable software. I believe that if I defined, say, 100 activities then it should be possible to define any operation in terms of those elements and hence calculate standard times.<br>
Does anyone know of software that might help? <br>
We already have an MRP system can't be adapted to facilitate this.

I've used EASE, which assigns specific time values to the basic components of movements (i.e. "reach", where this is further defined by what type of reach, full arm or elbow to hand, etc...) It's one way of defining time standards, but is very labor intensive to use, because you have to break up your work into its basic components.
