Is there a software where you could set up a checklist/questionnaire that goes through a series of checks to ensure a final product passes and can be shipped to a customer? The data/images would then be saved to a spreadsheet or database as a record for the customer order.

Google Forms seems like it's close to doing this. You can set up a series of questions and it will log the data in a spreadsheet. However, it seems like it doesn't handle multiple serial numbers well and the data output isn't ideal.

Microsoft Forms is really easy to set up, but is more geared towards surveys and doesn't seem ideal for multiple serial numbers.

If you are trying to record multiple serial numbers in a single record then you almost certainly have a fundamental flaw in your conceptual database structure.

If you need to save images, then a spreadsheet is the wrong tool.

Do this right, because if you do it wrong it will cause pain forever.
