Soil Nails Through Existing Concrete

Can soil nails be installed through existing reinforced concrete? Looking to tie down a slab from some significant uplift.

Yes provided you can detail the connection appropriately and the slab has sufficient steel to resist the increased forces
 
Yes, but I would not call them soil nails. You are talking about installing soil or rock anchors to resist uplift.

As EireChch pointed out the biggest issue is likely to be flexural strength of the existing slab.

Thanks all. Where can I go to for some design and specification guidance for soil/rock anchors? The uplift is coming from a machine pushing against a lever arm which is mounted to the slab.
