Soil punching shear failur

Could a punching shear failure be predicted from a consolidation test?the way this type of failure happens seems similar to that of consolidation.
I know that continuous settlement occur.I need to know a formula which gives me the load that soil can bear without ashieving this continuous settlement or excessive settlement.reference would be appreciated.

Ask your question of an experienced geotech eng'r. More info needed by a long shot.
 
The project should have had a soils investigation performed. Contact the geotech of record. If no investigation was performed, contact a local firm and get an investigation done.
 
it has more to do with shear strength than consolidation characteristics.
