Soil Reaction Modulus for CLSM mix

We are looking to use controlled-low strength material (CLSM) to encase a large-diameter 11ft fiberglass-mortar pipe, which will be subjected to a deep burial. As such, the soil reaction modulus (E') in the Spanger formula is a major factor. Some references mention using 3000 psi as the modulus for CLSM, however they do not discuss the relationship between E' and compressive strength. Does anyone know how to derive the relationship between reaction modulus and compressive strength of CLSM? Or between reaction modulus and the mix design? Or references that justify the use of higher E' values for different backfills?
