Solid Shell Interface modeling

hello
I am doing a composite modeling in which a fibre in shell form is embedded in a solid matrix.
My approach was to build a 3d solid model of matrix and a shell area of the fibre then Create the contact pair between the solid n the shell.After completing Contact Target and creating Contact Pair; Next I define the solid shell interface.
Now heres where I face trouble, ANSYS doesnt create this soild shell interface.
I need to analyze the effect of fibre pull out from the matrix,

Any valid suggestions are most welcome.
