Solidworks SwCreateMST.exe

I am using SwCreateMST.exe to create a transform file that I then deliver via Active Directory. After I create the transform and use MSIEXEC to test the MST file that was just created the Add-In's like toolbox are not available. If I do not use the MST file and install from the admin image I do get the add-in's. Any ideas. This is my command line to create the MST file.
