Some assistance needed in selecting a ball valve with actuator

Hello folks -
I have a system that requires a 1 -inch 3-way diverter valve with an actuator. This valve is used for metering the amount of material (a lightweight cement slurry) that flows thru it. What I need is an actuator that will open and close the valve rapidly.
The slurry is provided by a progressive cavity pump which will run constantly and the diverter shifts to divert the flow for a brief period (anywhere between 3 and 7 seconds).
The present system design incorporates a manually operated 3-way valve, which works well but it's manual. In an effort to automate the system somewhat, using an actuator (preferably 120vac) on the valve would speed things up.
Found some electrically actuated 3-way valves in the Grainger's catalog, but the data says they take anywhere between 3 and 20 seconds to cycle between open and closed.
I would rather stay away from pneumatics if possible (haven't got an adequate air supply) and I haven't got a hydraulic system anyway.
Would like a 1-inch 3-way valve that's spring-loaded, so I'd only have to apply power to open it....once power is removed, it snaps shut.
Any ideas would be appreciated.

Electrical actuators with spring closing actions exist, however relatively large in size, slow to open and exposed to mechanical wear.

An air to open, spring to close actuator will cover your need. Here both actuator, recommended oversized both on opening and closing side to give correct torque over time, and a small separate pneumatic compressor system are readily commercial available from many suppliers.

The system should be built with an extra pressurized vessel, containing adequate air with a large enough pressure to open the valve fast against a strong spring. Remember specifying quick release solenoid valves and equipment for fast air feeding and release to the actuator. Large effective diameter solenoid valves and air piping to and from the actuator.

Remember filter om all equipment if dusty air and water removal/traps.

Check also suppliers of emergency shut-off valves for the combined unit.
