Spare future nozlle

Hi everybody,
I got the issue with cutting the shell plate for nozzles. The issue is that in the drawing it is said Spare (future) (nozzle name). Should it be done someday in future or what?
Nozzle number is 28

You have more than one (future) nozzle. Are you installing those?

Looks to me just that they haven't decided what it will be but want a spare nozzle now for some unknown future use.

Future in this context is meaningless. Just install them all now is my take on it.
