Specifying Tolerances in Solidworks

In specifying tolerances that are built into the 3D solidworks models, do they have to be formatted ANSI where the tolerances are next to the dimension listed above and below.

Or can you format the way the tolerances are laid out in other ways? One way I would like to do it is to call out the dimension followed by the tolerances like this:

3" +0"/-.001

I'm not sure how I would format this.

Mr. Crazy, sorry I can't answer your question, but do you really want to do that? The ANSI way (in my opinion, though) is easier to read than the example you gave, and you have to consider what the shop people and others who use the drawing are accustomed to seeing.

select dim, go to "tol/pres" in left feature manager tree, change to appropriate dim type. I suggest whatever type of dim you use, make it the same for all dims of the whole dwg.
