For steam service,

Can I use a spectacle blind of material ASTM A105 instead of ASTM A515 Gr.70?

What is the criteria for evaluation of the possibility?

Double check that the ASTM A-515-70 is not ASTM A-515-70N. The latter is Curve D, and A105 probably doesn't meet the same impact test exemption criteria as Curve D would allow.
 
Strength and brittle fracture at design pressure and temperature are the issues. A105 may work but needs to be checked. A516 Normalized is good to very low temperatures, A105 is not.
 
I would actually prefer A-105 over A-516; 105 is a forged product, with the advantages of the forging process 'welding' internal flaws shut. Both are very good steel, but 105 is better, in my books.
