Spectral Fatigue Stress Transfer Function

Im trying to figure out how to use Ansys Mechanical to create a stress transfer function (due to wave loading) to be used in Spectral Fatigue analysis of offshore structures.
I have found some literature but it all lacks detail and doesn't address specifics on how to accomplish this is Ansys Workbench environment.
Have have tried (unsuccessfully) to do this with harmonic response and random vibration workbench system.
Does anyone know of any good books or articles that details this with specifics for moored floaters like buoys and vessels...I'm not so interested in fixed objects like wind farm towers?

ABS and DNV standards give great guidance when it come to understanding the math and how to use stress transfer functions in conjunction with wave spectra to develop fatigue damage, but the actual process of creating the transfer function as a characteristic of the floater is a mystery to me. I assume Ansys software can do the trick... but how?
Also, I don't understand how a general frequency response can account variation in pressure cause by heaving (depth changes).
