Splice Plate Rotation Tolerance

Does anyone know the allowable tolerance to which a steel compression splice plate can be out of rotation? MBMA has a diagram that seems to address this but the dimensions that they provide do not make any sense to me. I could not find anything in AISC but will keep looking in the meantime.
