good evening guys.

I'm in a new company company in Saudi, and I have observed that they are debating hard location of Splice at the bottom(Bottom Reinforcement) of a "PILED RAFT FOUNDATION". my question is are Piles affect the location where you have to splice? this is a bit weird here because they don't even stagger the reinforcements.

thank you so much.

If the splice is below the pile's "point of fixity" (pof) splice location should not be important. Loading below pof would be axial. Depth to the pof is determined by lateral loads on the pile and soil properties, but is often fairly shallow, say, 5' below ground surface in "good" soil or 10' to 15' in "poor" soil. Check with a geotech if unsure.

What's your definition of fixity? Usually I'm more like 20-30 feet depending on lateral load and soil using the second intersection of the zero bending moment axis.

Thanks SlideRuleEra. I'll read through those when work slows down.

I don't think the OP is talking about splices in the piles, but rather lapping of reinforcement in the pile supported mat slab. If that is the case, the best place for lapping is where the tensile requirement is low. That could be over piles if the loads are mostly gravity, but could vary if the mat is subject to hydrostatic uplift.
