Split Appendix Y Flange

I have an application where, for maintenance purposes, it is desirable to split the existing flange for frequent removal. Per BPVC Sec VIII Div 1 this is an Appendix Y Cat 2 or 3 flange. It bolts to a relatively rigid foundation. Do the Appendix 2 rules in 2-9 for split loose flanges apply to Appendix Y flanges as well?

I would say yes, as the basis for App.2 and App.Y is the same: a ring model, with the ring acting under a (false) torsion, the only difference being that differently positioned loads are used to build up the bending (false torsional) moment M0.
