I am trying to find a compatable material for St52-3. I am coning up with A572 grade 60 but that is not supplied either. My only other shot at this is 516 grade 70. This material is going to be fabricated into a built up tension member for a clam shell bucket. I am just curious if anyone has any information pertaining to this material.

What exactly are you in need of? Grade 60 according to ASTM A 572 is a reasonable alternative to St 52-3 in terms of mechanical properties, but necessarily for chemical composition. Most of the HSLA steels in North America are produced with a C content of ~ 0.08 instead of the 0.18-0.21 range for St 52-3. I was just trying to find out if 516 grade 70 is a safe substitute for St52-3. And if there is pre and post heating required for welding.

The ASTM A 516 Grade 70 is not acceptable for use in this application. The yield strength is critical to avoid permanent deformation, and for A 516 Grade 70, the YS is only 260 MPa minimum. As indicated above stick with the HSLA steel grades or even consider US Steel T-1.
 
The Metal Data site says that ST52-3 is equivalent to ASTM A663(45-80) and ASTM 675(45-900). This are steel for non-critical applications.
