STAAD query on Eurocode EN 1993-1-1:2005

I had a query on the way STAAD checks members in Eurocode. I am attaching the relevant files as well.

My question is this. Why does STAAD use Cl 6.2.7 (5) for class 1 sections? As far as my understanding goes, Class 1 sections develop full plastic capacity at ANY section along all points and Cl 6.2.7 (5) appears to be a check for elastic capacity.

I have checked according to Cl 6.2.1 (7) and so has STAAD. But on seeing the output file I see that for that clause it has not used torsion (Mx) (i.e what it seems to me). But when I use reduce shear capacity for torsion check as per Cl 6.2.7 (9) then too the section capacity is safe.

So why is STAAD still checking for the same?

Is my understanding correct? If yes then what is the workaround?
