I am working on a welding procedure where the customer specifies impact values of .38 mm of linear expansion in compliance with ASME B31.3 code instead of the standard ftlbs. All of my proceduers indicate ftlbs. Does anyone know of a chart that compares ftlbs to linear expansion....

No, you have to actually measure mils lateral expansion on the impact tested CVN specimen.
