I am using SS 17-4PH for both dowels and bolts. I have been told that Fy=105 ksi and Fu=135 ksi. How do I determine the allowable tensile stress and allowable shear stress given those values? Are the allowables different for fasteners vs. non-fasteners?

The allowable stresses for fasteners are based on the application (geometry, forces, temperatures, etc.).

For joints that require preload, values between 50% and 100% of the yield strength are used.

For a dowel, the only parameter is ultimate shear strength. Typically, this is 0.6*Fu. If it is a critical application, you will need to test it.
