Stainless Steel 316 vs Alum solution

Hello Everybody,

In my project , we are using a C channel made of SS 316 ,
this channel is installed in a mixer concrete wall, and immersed in Solution of Water,Alum,Chlorine ...

It is a water pre-chlorination.

After a while , we found that the C channel is very rusty .
Has anyone has any idea about what happened, and how we are supposed to repair it , or what is the coating we are supposed to use..??

One word Chlorine.
