Stainless Steel Grade for High Temp Service?

Can someone explain what note (11) means with regards to 'Table A-3 Stainless Steel in B31.1.'

Note 11 is "The allowable stress values tabulated for temperatures over 1000°F apply only if the material is heat treated by heating to a minimum temperature of 1900°F and quenching in water or rapidly cooling by other means."

Does this mean the raw material supplied must be quenched or does it mean the finished weldment must be heat treated.

The design pressure for the product is 2253psig and the design Temp. is 1086F

This is a solution heat treatment requirement for the material. You will need to select a material specification that mandates such treatment.
