I have attached chemical and hardness specifications for two materials i have named old and new.

The hardness was done on 0.5mm thick plates. Why would the chemical analysis be in spec and the hardness be outside spec. Note maximums are given unles a range is given in table below.

It could happen for a number of reasons. Is the material cold worked or annealed?

What load did you use for the hardness test? Half a millimeter is pretty thin for a hardness test unless you are using surface hardness or microhardness.
 
Old and new are not the same composition. Old is Type 316 and the hardness shows that it has been annealed. New is Type 301 that has been cold-rolled without a subsequent anneal, meaning it has been strain hardened to 484 HV. This is approximately the full-hard condition, which means it has been cold-reduced by 40% or more.
