Anyone ever heard of a stainless steel paint coating?

I think the enamel paint we see on some toys must be precisely that, so it will be epoxy like, and/or cooked or so.
 
Yes, it helps to have a rough surface but it's very doable. Stainless exhaust systems now have a black coating for a less noticable appearance. Usually it's not done simply because stainless has always been used to avoid the necessity of protective coatings or their use to improve aethetics. But that's not always the case.
 
This is a SST coating over mild steel that I trying to find out info. about. Maybe it is plasma applied?
