Is there any document / code stating why material hardness testing is not required after welding stainless steel pipe, such as 316 and duplex? Or is it required by some codes and not others.

Regarding Codes and Standards, there typically is no hardness testing required after welding because from a code standpoint austenitic grades and certain duplex grades of stainless steel do not harden from thermal treatment.
