Is there any LR or DNV Standard/Code for structural design of submarine veicle? Recommanded Practice for the design of tourist submarines？

DNV-GL Certification/implementation is the NSubC (Naval Submarine Code)

Not exactly aimed at 'tourist submarines' but, in the absence of something more specific, they would be likely to want to apply something like:
Lloyds Rules & Regulations for Submersibles & Diving Systems or ABS RULES FOR BUILDING AND CLASSING UNDERWATER VEHICLES, SYSTEMS AND HYPERBARIC FACILITIES
