We have a project in the Middle East preparing design and specifications - the client has requested that the technical specifications are to be as published by CSI (construction Specification Institute. As far as we are aware the CSI provides a numbering system only - do the CSI publish technical specifications - we are used to European not American specifications

I use the NMS, or National Master... it uses the Masterformat outline.

If you are looking for US Equipment Specs, and Installation Specs, I would recommend the PIP Specs (Process Industry Practices).
