Standard Procedures for Pre-Construction Survey?

Does anyone know of any standard procedures for conducting a pre-construction survey? The goal of the survey is to document the condition (existing damage) of buildings and property in the vicinity of an upcoming construction project.

If there are no written standards, does anyone have any suggestions that I should consider?

Pictures with scales visible are a good start. You can't have too many pictures.Elevations of steps, stairs, floors of existing bldgs. Measure existing cracks. Take level shots across window sills. The best survey includes being so visible that the bldg. owners/occupants want to know what you are doing. Ask about sticking doors. However, be careful with new construction as owners know you have pictures.

I talked with one Owner of an engineering company in one of the Chicago suburbs. On his municpal projects, for a sewer reconstruction project for example, they video tape the entire project centerline and "right-of-way" before the project starts. I believe he said they subcontract to a firm for the video, and the video is keyed to the project stationing. In fact, the station and date show up on the video as the camera moves through the project. I thought it was a pretty neat application.

As to your question regarding standard proceedures, call your local chapter (or the national organization) of the American Congress on Surveying & Mapping or check with ASCE's national office. I know I have seen checklists in the past for items different types of surveys are to cover.
