What is the expectable current allow on a NON-insulated ground?

Are you asking about current in the case of a ground fault? Normally, there should be no current at all flowing in the ground conductor, and no voltage present on it. That's why you find it uninsulated. Sometimes, though, ground connections can be made at different locations, and those locations may have different potentials. In that case, you'll find a ground current flowing. You'll want to try to get rid of it.

Or, if you're asking whether current would be different on an insulated ground versus a non-insulated ground, the answer is that they'll be the same.
