Standards for Pressure Relief Diaphragm (Need quick Help)

I'm dealing with a 15/20/25 MVA transformer that is nitrogen/oil filled. I'm looking for a standard out there to prove I don't need a 10000 scfm @ 15psi relief for a transform of this size, which is what the city of Lake Pleasant is asking for. I'm looking at purchasing a 8400 scfm, and just need standards/information to back up my decision in the next couple hours. Thank you for any help.

ANSI C57.12.10:
"A pressure-relief device shall be provided on the cover for transformer above 2500 kVA or above 200 kV
BIL."

Not much detail there. Anyone know the ASME Boiler and Pressure Vessel Code requirement?
