Most of the Fan specifications I've been able to find limit themselves to fan performance or vibration.
Maybe those are the over-riding specifications, and if a 90 " OD 900 rpm fan back plate or shroud has .25" axial or radial run-out it is no one's business but the manufacturer's.
Still, I'm thinking applying something like DIN ISO 2768 or ISO 13920 might provide some kind of practical limits to circumvent unhappy discussions in the future, especially if they are included in the contract boiler plate ( not the fine print ).
Are there "offical" specifications that fan manufacturers' have agreed to bide by ?
The API 673 Fan standard has some sections that can help with actual fabrication ( no cast iron hubs if the tip speed exceeds 20,000 fpm ), weld qualifications, and etc.
