Hello

I would like to know whether the standpipes are considered part of the pressure vessels. Additionally, I wonder if there is any reference for that in international codes/standards?!

Pretty sure that so long as you flange the standpipe connection this is outside the boundary mark of a pressure vessel.

The pressure boundary diagram in any of the codes will tell you or describe where a PV finishes and where piping commences.
 
To make it simple, if there is pressure difference between inside and outside at any "section" of the stand pipe, that section is pressure part. So called "standpipe" can mean many things. You can classify the standpipe per pressure code or piping code, not a big deal.
 
Most projects I work on stop the pressure vessel at the flange where the stand pipe is connected. Someone still has to design stand pipe and coordinate the design of the vessel to allow for the weight and other loads from the standard pipe.

Headache when the coordination goes wrong and weight of the standard pipe is too much for the vessel connections,
 
It depends on the plant owner / operator. I've seen standpipes specified to Section VIII Div. 1 and also specified to B31.3. It depends on the owner and the size of the stand pipe as well.
