Starting Current Spikes

I have a .5 HP DC motor using 5 amps.
Upon startup the current jumps to 12 Amps I am using a 8 amp sloburn fuse and getting intermittent fuse blow outs.
The line wire is 14 Ga and the wire running to the DC drive is 16 Ga.
Couls I use a 15 amp fuse or should I tweak the adjustments on the DC drive to accomodate the spike.

Three possible suggestions:
1- Tweak the controller.
2- Use a larger fuse. If the controller provides overload protection than the fuse will provide backup short circuit protection and may be greater than the ampacity of the conductor.
3- Use a dual element fuse. This has been a long time solution for industrial induction motors.
