static electricity generator

I have a problem with producing a static electricity without any friction with which I fasten a paper on aluminium. So I would like to know if it is possible to produce static electricity with machine or some rotating discs like Wimshurst machine but brushless, without any friction.

Friction is not needed, merely contact separation of two materials.

Try google with "high voltage generator". Add a (high voltage) rectifier and a (high voltage) capacitor. And be VERY careful with the high voltage!
