What temperature should condensate leave a steam heating
coil (building air supply) to extract the best efficiency,
irrespective of discharge air temperature?

Maximum temperature should be the saturation temperature of water at the given pressure. If you are not recovering condensate then you can go for subcooling upto 5⁰C by using thermostatic traps.
